Does a positive ELISA indicate immunity?

If testing a health care worker who has received a smallpox vaccine, would a positive ELISA test indicate that they were immune to the disease? I understand that it indicates exposure, but if the vaccination was years ago and the antibodies are still present, does that mean they are immune?
